The purpose of creating the Electronic State Library Fund system - Kazakhstan National Electronic Library (hereinafter EGBF-KAZNEB) is to form a national library fund of electronic documents and ensure their accessibility to all categories of users as a basis for the development of a unified socio-cultural space in Kazakhstan, improving the efficiency of international information exchange.
Justification: The action plan of the Program to reduce information inequality in the Republic of Kazakhstan for 2007-2009, approved by the Decree of the Government of the Republic of Kazakhstan dated October 13, 2006 No. 995.
The Kazakhstan National Electronic Library (hereinafter - KazNEB) is a special project of the Ministry of Culture and Sports of the Republic of Kazakhstan and is implemented on the basis of the RSU "National Academic Library of the Republic of Kazakhstan in Astana" (hereinafter - NABRK). KazNEB as a portal was introduced in the global network in December 2007 at www.kazneb.kz.
The goals, objectives, functions of the Kazakhstan National Electronic Library (KazNEB) are the preservation of the historical and cultural heritage of Kazakhstan through information and communication technologies.
Development of a technical base that allows for the creation of high-quality electronic copies and a single format.
Formation of a national repository of electronic documents and ensuring their accessibility to all categories of users within the framework of current legislation.
Expansion of the KazNEB Fund through the partnership participation of libraries, organizations and institutions of science, culture and education, regardless of their departmental subordination, as well as authors/copyright holders.
The replenishment of the KazNEB fund is universal and includes various electronic documents: books, journals, dissertations, notes, maps, rare books and manuscripts, etc.
